Akin L. Mabogunje is chairman of the Development Policy Centre in Ibadan, Nigeria. With Robert Kates, he serves as co-convener of the Initiative on Science and Technology for Sustainability. He formerly was Professor of Geography, Dean of the Faculty of the Social Science, and Director of the Planning Studies Programme, University of Ibadan, Nigeria. He also was President of the International Geographical Union (1980-1984). He served as Chairman of the Committee on Human Settlements of the Scientific Committee on Problems of the Environment (SCOPE) of the International Council of Scientific Unions (1977-79) and Chairman of the Advisory Committee of the Urban Management Programme of the United Nations Centre for Human Settlements (UNCHS)/United Nations Development Programme (UNDP) and the World Bank. He also was Vice-Chairman of the Directorate of Food, Roads and Rural Infrastructure, Office of the President, Nigeria, and Executive Chairman of the National Board for Community Banks. His field of research interest is urban and regional development, with increasing attention to issues of sustainability.

This paper frames the fundamental issues of sustainable development in sub-Saharan Africa. It begins by considering the general problems of development in sub-Saharan Africa and then frames the issues as the maintenance or enhancement of the region's capital stocks. The author describes the integration of the region into the global capitalist economy and considers how to integrate science and technology into the development culture of the region through greater concern with social learning. A concluding section reflects on the imperative of a new value and cultural orientation if sub-Saharan Africa is to meet the Millennium Development Goals of the United Nations and those of the New Partnership for Africa's Development (NEPAD) articulated by African governments themselves. http://www.cid.harvard.edu/cidwp/104.htm
