Project Description: The mission of the African Centre for Technology Studies (ACTS) is to enlarge the range of policy choices for Africa's sustainable development through technological change and environmental management. Its activities focus on implementation of technology policy-related provisions of Agenda 21 and the conventions on biological diversity, climate change, and desertification. ACTS research and capacity-building activities are organized in four programmatic areas: (1) Biopolicy, (2) Environmental Governance, (3) Climate Change, and (4) Capacity Development. ACTS' member states are Kenya, Malawi, Malta, and Uganda. The International Centre for Research in Agroforestry (ICRAF) and the Third World Academy of Sciences (TWAS) are also founding members of ACTS.

The Centre's objectives are:
  • To undertake policy research on issues of critical importance to Africa's development;
  • To strengthen national capacities of African countries to implement global environmental agreements and programmes;
  • To enhance Africa's voice in global initiatives, such as the World Trade Organization, Convention on Biological Diversity, the U.N. Framework Convention on Climate Change, and various other United Nations meetings;
  • To monitor global trends in science and technology and their relevance to African development;
  • To foster exchanges between researchers and government officials at local, national, regional, and international levels;
  • To provide affiliation to researchers and others working on issues of science, technology, and the environment, especially as it pertains to Africa.

In serving its clients, ACTS chooses two modes of operation. One is to work independently through initiatives of its own. The second is to engage in contractual arrangements with specific organizations. In disseminating its advice and advocating positions on key issues, ACTS works at different levels using a variety of different modes. At the global or international level, ACTS is often invited in its own right, but also serves as a "behind-the-scenes" advisor to African delegates. Its secretariat consists of a dozen researchers working under the leadership of the Executive Director, who in turn is responsible to the Governing Council.
