The mission of Policy and Global Affairs (PGA) is to help improve public policy, understanding, and education in matters of science, technology, and health with regard to national strategies and resources, global affairs, workforce and the economy. The division is particularly charged to identify and build synergy among the disciplines and issue areas, and to promote interaction among science, engineering, medicine and public policy. The division includes a range of standing committees and boards concerned with the vitality of the research enterprise in the US and abroad. In that connection, the units of the division focus particularly on the interaction of key institutions central to science and technology policy, on the standing of US research around the world and cooperation with science & engineering bodies in other countries, on the mission and organization of federal research activities, and on the sources of future manpower and funding for research.The goal of the Science and Technology for Sustainability Program (STS Program) is to contribute to sustainable improvements in human well-being by creating and strengthening the strategic connections between scientific research, technological development, and decision-making. The program includes a range of convening and consensus-building activities. The best-known ongoing activity is the Science and Technology for Sustainability (STS) Roundtable, which meets twice per year to provide a forum for sharing views, information, and analyses related to harnessing science and technology for sustainability. Members of the Roundtable include senior decision-makers from government, industry, academia, and non-profit organizations who deal with issues of sustainable development, and who are in a position to mobilize new strategies for sustainability. The Roundtable's discussions lead to many of the projects undertaken by the STS program, whose topics currently include partnerships for sustainability, certification of sustainable products and services, sustainable food security, regional impacts of biofuel production, and urban sustainability.This position will manage and grow the STS program, and coordinate the activities of the STS Roundtable. Develops program strategy and budget, staffing requirements and ensures the program meets its stated objectives. Responsible for managing multiple and/or highly complex programs/projects. Serves as liaison between Roundtable members and the National Academies. Independently supervises staff and provides training. Develops prospectuses and projects that have a high impact. BASIC REQUIREMENTS:PhD in a related field or equivalent knowledge with 10 years of related professional experience, 5 of which were in a supervisory capacity. Demonstrated impact on the advancement of science or policy through the successful completion of National Academies' activities or equivalent outside activities and through effective dissemination of the results of these activities. ESSENTIAL JOB DUTIES:1. In consultation with chair and members, develops and maintains a balanced, high quality portfolio of projects / programs. Establishes a vision and working strategy for activities conducted within the STS program. Coordinates work program with related activities in other divisions of the National Research Council.2. Independently manages multiple/complex programs/projects and related committees/panels. Manages project activities, including coordinating meetings and workshops. Where applicable, conducts administrative/technical surveillance of research projects and prepares project statements of task. Communicates and coordinates with the Roundtable and committee chair and members. Identifies and gathers materials for Roundtable / committees. Facilitates the flow of information among Roundtable / committee members, consultants, relevant external agencies, and staff. 3. Arranges large and small workshops/meetings, including Roundtable meetings twice per year. Develops agendas, invites presenters and participants, oversees meeting logistics, and prepares written summaries. 4. Synthesizes and edits research findings and technical data. Determines the relevance of data for purposes of study. Prepares background papers and technical summaries. Drafts materials for final publications. 5. Manages outreach for STS activities, including dissemination of reports or workshop summaries. 6. Independently trains and manages staff and plans for staff development. Mentors staff. Initiates personnel actions. Conducts performance reviews. . 7. Responsible for financial management of programs/projects, including overseeing budget, travel, schedule, and authorizing expenditures. 8. Collaborates with experts and sponsors from federal, state, and local government agencies, foundations, schools, and other non-profit organizations. Represents the unit and committee/panel within and outside the National Academies. Conducts site visits as appropriate. 9. Maintains ongoing relationships with major private and public sponsors and develops new program areas. Conducts background research on potential new programs or activities. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects. Independently develops projects that have a high impact.
