UNOPS Regional Project Coordinator (BackgroundThe Caribbean Large Marine Ecosystem (CLME):is a project developed by IOCARIBE of IOC(UNESCO) Members States in their quest for new approaches to cope with managing their transboundary marine resources. The focus of the UNDP-GEF intervention will be on assisting the Caribbean countries to improve the management of their shared living marine resources, most of which are considered to be fully or over exploited, through an ecosystem-based approach. A preliminary Transboundary Diagnostic Analysis (TDA) identified three priority transboundary problems that affect the Caribbean Large Marine Ecosystem (CLME): unsustainable exploitation of fish and other living resources, habitat degradation and community modification, and pollution. The final TDA will serve as the science basis for development of an agreed program of priority interventions towards sustaining the LME – a Strategic Action Programme (SAP) - including governance reforms, conservation measures and pollution control. The proposed project will facilitate the strengthening of fishery governance in the Caribbean at the regional, sub-regional and national levels by working with existing structures, strengthening horizontal and vertical linkages both politically and technically. To assist this process, the project will create an integrated information management system bringing together congruent fisheries, biological, pollution and socio-economic data and information as powerful management tool. Similarly, a monitoring and evaluation framework and a Regional Monitoring Environmental Programme will be developed. Pilot projects on specific transboundary fisheries (spiny lobster and reef fisheries) will trial governance models at the local, national and sub-regional levels and provide additional knowledge on means of applying ecosystem based approaches to fisheries management and determining the fisheries' socio-economic importance and sensitivities.Duties and ResponsibilitiesThe Regional Project Coordinator (RPC) shall be responsible for the overall coordination of all aspects of the UNDP-GEF IOC of UNESCO, IOC of UNESCO CLME project. He/she shall liaise directly with designated officials of the Participating Countries, other Members of the PSC, the Implementing Agency, the Executing Agency, UNDP Country Offices, existing and potential additional project donors, and others as deemed appropriate and necessary by the PSC or by the RPC him/her self. The RPC will also be responsible for the management of the project as well as for the delivery of a number of technical activities. The budget and associated work plan will provide guidance on the day-to-day implementation based on the approved Project Document and on the integration of the various donor funded parallel initiatives. The RPC will be responsible for oversight of the pilot projects, and will provide guidance and orientation with a view to ensuring that these are fully aligned and harmonized with work undertaken within the main project. He/she shall be responsible for delivery of all substantive, managerial and financial reports from and on behalf of the Project. MSc Research opportunity in Sustainability in communal socioecological systems (Two MSc bursaries (R30,000 each for two years) are available for ecology/environmental science students to participate in a multi-disciplinary research project titled SUCSES: Sustainability in communal socio-ecological systems. PhD Fellowship in Marine Ecosystem Sustainability in the Arctic and Subarctic MESAS (The University of Alaska Fairbanks (UAF) is seeking motivated PhD candidates for our Marine Ecosystem Sustainability in the Arctic and Subarctic (MESAS) program.  This interdisciplinary NSF-funded IGERT (www.igert.org) program incorporates social and natural sciences to explore ecosystem approaches to managing and studying living marine resources. The program will train future leaders who will be creative agents for change to develop society’s capacity to cope with, manage, and mitigate threats to our nation’s oceans, including climate change, fishing pressure, habitat loss, and pollution.   Graduates will be well-prepared to contribute to both the understanding and management of marine ecosystems to ensure ecosystem-based strategies for the sustainable use of living marine resources in the context of competing local, national, and international interests. MESAS provides interdisciplinary coursework that combines elements from anthropology, ecology, economics, fisheries science, management, marine policy, and oceanography.  MESAS offers faculty mentorship, opportunities to mentor undergraduate students,  interaction with the terrestrial sustainability IGERT at UAF, as well as a summer internship program in areas outside each student’s major discipline. Research programs at the University of Alaska and in state and federal agencies offer interdisciplinary research opportunities. PhD position at Stockholm Resilience Centre (The research program “Governance of the Baltic Sea - a response to ecological regime shifts” at the Baltic Nest Institute and Stockholm Resilience Center is looking for a Political Science PhD student.The project runs from 2009-2012, and aims to develop guidelines for adaptive  management of both coastal and marine environments (with special focus on the Baltic Sea).The widespread degradation of marine ecosystems like the Baltic Sea results to a large extent from a failure of governance. Problems with eutrophication and other pollutants, overfishing, habitat degradation, introduced species and illegal oil discharges are common in a number of regional seas managed in an international context. The specific Baltic problems are relatively well known by scientists and policy makers. The knowledge and sense of urgency for dealing with them varies substantially between citizens in the bordering states, thus creating e.g. regional differences in the level of political pressure. Traditional focus on single-species resources in fisheries and aquaculture has created organizational and institutional structures with compartmentalized decision-making processes, leading to narrow policy instruments that create incentives for policies and actions that undermine sustainability. Such governance is ill prepared to respond to the complexity of dynamic ecosystems or build an adaptive capacity for coping with change and uncertainty. These approaches are often overwhelmed by global economic drivers and cannot address the complex threshold dynamics of linked social–ecological systems. There is an urgent need for new flexible, integrated, holistic forms of governance that can deal with the complexity of social-ecological systems (SES), and their associated services. Adaptive management, adaptive co-management, ecosystem management, and various forms of formal and informal integrated resource management are all promising approaches in this context. However, these governance modes are in need of further exploration to be able to fully incorporate the dynamics of social-ecological systems. The latter implies much more than stakeholder participation and integrated planning, it implies; being able to deal with both uncertainty and abrupt change; enhance learning of complex SES; promote experimentation and innovation; and supporting cross-scale institutional linkages. The search for better approaches to ensuring sustainable outcomes has helped develop important principles and protocols for ecosystem-based management of marine resources. These acknowledge ecosystems as complex dynamic systems and address the mismatch between social systems and ecosystem dynamics. Typically, prevailing approaches emphasize spatial planning, usage zoning, and marine protected areas. However, the burgeoning literature on ecosystembased management offers few empirically based insights into social–ecological strategies that make transitions to such management possible. In this project we focus on the Baltic Sea and on understanding shifts toward multi level governance modes that enable ecosystem based-management of large scale-ecosystems. We focus on the emergence of new international institutions as part of governance regime formation in relation to ecosystem dynamics. Postdoctoral Research Associate in Marine Ecosystem-Based Management The Center for Environmental Studies at Brown University (Heather Leslie at Brown University and Lisa Campbell at Duke University are offering a postdoctoral research associate position associated with a project evaluating the success of marine ecosystem based management (EBM) projects in the US, Mexico, and Western Pacific. The research focus is on the social, cultural, institutional and economic context in which marine ecosystem-based management occurs, and how to effectively measure both social and ecological outcomes associated with marine EBM.We are looking for candidates with interdisciplinary interests who will compliment our existing skill sets. Social scientists from a variety of disciplines are encouraged to apply (e.g. with a PhD geography, sociology, anthropology, economics, environmental studies), as are ecologists and other natural scientists with appropriate research experience. PhD Research Assistantship in Forest Science (Ph.D. Research Assistantship in Forest Science: Ecological effectiveness of economic incentive policies for sustainable management of privately owned forests.This project will examine the social, economic, and ecological dimensions of private forests which determine how existing incentive policies could be used to maximize biodiversity conservation, biofuel and timber production, and recreation opportunities, at the local to regional scale. Students interested in this project do not need experience in all three dimensions, however they should have a strong background and interest in at least two of them.
